Goals

Update: Ongoing. The agency continues to evaluate technology solutions with a focus on custom last approach and eliminating duplication of business functions by consolidation into configurable off the shelf solutioning.

Objectives

  • Continue the replacement of the Mainframe system for the child welfare system (CAPS) and explore options to replace the child support enforcement system (SEARCHS).
    Update: The first module of MFSIS the child welfare replacement system went live in November 2018. The agency is in the process from moving both CAPS and SEARCHS from the mainframe to a mid-tier platform with expected completion by June 2021.
  • Migrate from DPHHS’s custom document management system to the enterprise content management system (Perceptive).
    Update: The agency successfully migrated the storage of all documents to the enterprise content management solution, Perceptive. The agency is working to move all integrations and front end functionality to the ECM by February 2021.
  • Replace, upgrade, or redevelop existing legacy systems as budget, time, and resources allow.
    Update: Ongoing. DPHHS is currently working on several modernization projects to update applications to more modern and secure technology that will extend the lifetime of the application, when appropriate.

Update: Ongoing. DPHHS has separating the business functions of the technical operations management and the overall department IT Strategy, allowing for increased focus in enterprise solutioning while not losing focus on operational excellence in the technical delivery and support mechanisms within TSD. In addition, the removal of Project Management Bureau from the Technology Services Division has allowed the growth of Project Management principles to be applied in other business areas.

Objectives

  • Implement ITIL framework components for Request, Service Catalog, and Configuration Management Database.
    Update: The agency is in process of migrating critical ITIL components to the Service Now Enterprise platform.
  • Enhance the application inventory system to allow necessary system life cycle planning and management
    Update: Service Now will be used for the agency to track IT assets and management the Lifecyle of the application. The work to migrate to this tool has not started yet.

Objectives

  • Expand the use of the Enterprise Service Bus and web services to more systems
    Update: The agency continues to leverage ESB services architecture for major components and is currently in the process of migrating many services to the MPATH systems integration platform.
  • Enhance the capabilities and system integration of business intelligence tools.
    Update: Ongoing. The agency has made significant advancements in this area with the implementation of an Enterprise Data Warehouse, through the Population Health Project. This platform allows the integration of multiple data sets throughout the department while maintaining the necessary security controls and de-identification while still allowing for meaningful analysis.
  • Expand the availability of eGovernment services for client interactions and client self-service.
    Update: Ongoing. DPHHS continues to expand on client self-service through the use of AI Chat BOTS, intelligent IVR capabilities and through online portals.
  • Implement mobile technology applications to enable citizen and employee access to services.
    Update: Ongoing

Update: Ongoing. The Department operates a Security Program based on NIST standards. This consists of conducting Risk Management Framework assessments on all our internal applications. For each application the following documents are maintained:
a. the System Security Plan (SSP);
b. the Workbook that describes how each NIST control is implemented;
c. the Plan of Action and Milestones (POAM); and
d. the Executive Summary

Objectives

  • Continue to implement NIST-based security controls, policies, and procedures to ensure the security, privacy, availability, and integrity of data and systems.
    Update: Ongoing. DPHHS is continuing to implement the NIST security controls for moderate systems. As part of the ongoing work, the Risk Management Framework is used to create plan of action and milestones for additional security controls.
  • Continue the implementation of additional encryption for those systems that contain protected, sensitive, or private information.
    Update: Complete- all data at rest and data in motion are encrypted to protect sensitive or private information.
  • Continue to implement enterprise security information and event management for department systems.
    Update: Ongoing- DPHHS continues to implement the Security Information and Even Management tool on critical applications. It is fully implemented on CHIMES- EA.
